The Florida Public Records Law states that people can inspect and make copies of public records at any time. Usually, Florida allows citizens to look at or inspect those records online and for free. Copies may require contacting local agencies and have a reasonable cost to them.

Concerned citizens in Bay County can utilize an array of tools that will lead them to the information they seek. This resource will walk anyone interested through the ropes of accessing and utilizing the available tools for finding marriage records in Bay County, Florida.

How To Look Up Free Bay County Marriage Records

Any interested person can search and find marriage records in Bay County. One of the ways that it can be accomplished is by searching for records using the Bay County Official Record Search, which is free and accessible to all.1

The Official Records Search allows for searchers to use different criteria, however, searching by name tends to be the most convenient path (especially because, often, that’s the only information available to start).

When searching by name, users can choose between a few options to begin their search:

  • They can search with the start of the name of one of the parties using the “Starts with” option;
  • They can search with a partial name using the “Contains” option;
  • If they’re certain about the name they’re searching for, it’s possible to search aiming for an exact match using the “Equals” option.

The more specific the input, the more accurate the results should be. It’s also possible to add more information to narrow the search, such as dates, book types, and others. If the full name of the party isn’t known, using the other criteria is helpful.

Users should also mind that, for Bay County marital records, it’s advisable to select “Marriage License” in the document category. This way, it’s possible to avoid seeing a long list of results that relate to other court cases.

The results presented by the Official Records Search will show the full names of the parties who applied for the license, dates of the events (license issuing and following registration) and, in many cases, a picture of the marriage license.

Florida doesn’t recognize common-law marriages. It means that it doesn’t matter how long a couple has been living together, their relationship isn’t considered to have marital rights of any kind. For those searching for records, this means that couples that haven’t officially married won’t appear on any searches with the government agencies.

The Official Records Search database contains records for properly recorded marriages that go all the way back to 1987. For records older than that and for historical searches, in general, there are other tools that concerned citizens can use to succeed in their pursuits.

How To Find Historical & Archived Bay County Marital Records

Genealogical searches are becoming more common as individuals find more interest in uncovering information about their ancestors. The Bay County Clerk’s Office website shows an option on their website to search for records older than 1987.3

However, this search is more related to real estate conveyances and only reflects detailed transactions that happened between individuals and businesses – and not marriage relations.

A more effective tool to uncover historical Bay County marital records regarding local residents and their families is the State Library & Archives of Florida.4 They offer people plenty of resources that support and assist those trying to perform genealogical searches.

The Florida Memory program has collections, indexes, and tools that offer insight into how Floridians lived in the past, and that includes marriage records as well. Users can benefit from their online recorder to search indexes, church records, historical census data, files (in English and Spanish, which is particularly useful in Florida), and more.

Users can also count on them in person if need be. This is how the Florida Memory Program can be contacted:5

In some cases, searching for marriage records in Bay County may not lead to the desired results. That would happen, for example, if the marriage being searched happened in a different county. Let’s take a look at how to search for Florida marriages, regardless of where they happened.

How Do I Search for Florida Marriage Records Beyond Bay County?

Although some local counties may offer online search tools (just like Bay County does), the most effective way to search for records throughout Florida is possibly working with the Bureau of Vital Statistics, managed by the Department of Health.6

The Bureau of Vital Statistics is able to provide citizens with marriage records from 1927 to the present day, as long as the marriage has been properly recorded after the event. They provide records for nuptials that happened everywhere in the state and not only marriage records for Bay County.

Anyone can order certificates from the Bureau of Vital Statistics, and they accept requests by mail or in person – for which it isn’t necessary to schedule an appointment, as they see walk-ins.7 Recording processing times may be up to 60 days, depending on how each local county takes to record the information.

Everyone placing a request must complete an Application for Florida Marriage Certificate.8 The first certificate per event costs $5, and each extra copy of the same records costs $4. Processing times may be up to 60 days, and if there’s a hurry, the rush fee is $10.

Mail-in orders must always include a money order or cashier’s check with the payment. If the ordering citizen isn’t sure about how much to send, they can call the Bureau of Vital Statistics and double-check with them. This is the address to mail all requests:

Florida Bureau of Vital Statistics
P.O. Box 210
Jacksonville, FL 32231

For those who prefer to go in person, this is where they must head to:

Florida Department of Health
Bureau of Vital Statistics
1217 N Pearl Street
Jacksonville, FL 32202

Phone: (904)359.6900
Email: [email protected]

The Bureau of Vital Records also accepts orders online, and to do so, they partner up with VitalChek. Searchers should be aware that third-party vendors may charge extra fees for processing and handling, and it’ll likely be more expensive to work with them than the official agency, directly.

How To Request a Bay County Florida Marriage License

There are two different ways citizens can apply for a marriage license in Bay County, both of them with the Clerk’s Office: by Zoom or in person. Both ways, citizens must start by completing an online pre-application.9 This application is only finalized when a transaction number appears on the screen (and couples should keep that number for future reference).

For those who prefer to apply via Zoom, it’s also mandatory to download and complete both the Marriage License Payment Form and a Statement of Compliance.

Couples must write their transaction number at the top of both forms and email them with a picture of a valid ID to [email protected]. They’ll be contacted by someone on the team to schedule the Zoom meeting and finalize the application. The marriage license is emailed to the couple on the same day as the virtual meeting.

Those who prefer to visit the Clerk’s Office in person don’t need to schedule an appointment and are allowed to just walk in. They must bring the transaction number from the pre-application, a valid ID, and a form of payment. The marriage license will be issued on the spot.

Marriage licenses in Bay County cost $86. Couples can save a little and pay only $61 if they take the pre-marital course (and show proof of that).

If questions arise or more clarification is needed, couples can contact the Bay County Clerk’s Office using the following information:

300 East 4th St
Panama City, FL 32401

Phone: 850.763.9061
Fax: 850.747.5188
Email: [email protected]

Public records are readily available to all because accessing reliable information about individuals in their communities brings a sense of safety. Citizens should always feel comfortable looking for Bay County marriage records, and should feel empowered to do so every time they feel the need to be informed and aware of facts regarding those around them.
